The short version

Franklin U.S. Mid Cap Multifactor Index ETF (FLQM) tracks the LibertyQ U.S. Mid Cap Equity Index. The index picks about 200 mid-sized US companies from the Russell Midcap Index based on quality, value, momentum and low volatility. It aims for a smoother ride than the broad mid-cap market. However, its 0.30% expense ratio is above the 0.22% average of similar funds, and it trailed all of them over the year to October 27, 2026.

How it works

FLQM is an index fund. It tries to match the LibertyQ U.S. Mid Cap Equity Index before fees. FTSE Russell builds and calculates that index, starting from the Russell Midcap Index, which holds roughly 800 of the smallest companies in the Russell 1000. The index then scores those stocks on four "factors," or shared traits that help explain returns. Quality looks at measures such as return on equity and gross profit over assets. Value uses measures such as forward earnings yield and price to book value. Momentum looks at 6- and 12-month risk-adjusted price gains. Low volatility uses beta, which measures how much a stock swings compared with the market.

The index is rebuilt twice a year. At each rebuild, no company can make up more than 1% of the index, and the rules limit how much the holdings change. As of May 31, 2026, the index held 201 stocks worth between $911 million and $56.93 billion. The fund held 205 stocks as of June 30, 2026, and its 10 largest positions, led by Teradyne, United Airlines and Cincinnati Financial, made up 11.28% of assets.

The fund usually buys the index stocks directly. It may also hold a representative sample. It can use futures and total return swaps to put cash to work or to track the index more closely, though it reported no derivatives as of June 30, 2026. The fund never moves to defensive positions in falling markets.

What it really costs

  • FLQM charges 0.3% a year, versus an average of 0.22% for the similar funds below (8th of 9, cheapest first).
  • Using the prospectus's standard example, $10,000 invested would cost about $31 in the first year and $380 over 10 years (assuming a 5% annual return).
Cost of $10,000 (SEC example)1 yr3 yrs5 yrs10 yrs
FLQM$31$97$169$380

In a retirement portfolio

RoleDiversifier

It adds mid-sized US companies screened for quality, value, momentum and low volatility to a portfolio usually built around large-cap stocks.

FLQM launched in April 2017, so it has no record from the 2008 financial crisis. In the 2020 COVID crash it fell 37.3% from February 19 to March 23, 2020, its deepest drop. It recovered by September 2, 2020, about five months later. The 2022 bear market was slower: the fund fell 21.9% by June 16, 2022 and took about 18 months to recover. Its worst calendar year was 2022, at -12.78%.

Anyone forced to sell shares during those stretches would have locked in losses. Income is modest: the fund yielded 1.62% over the 12 months to October 27, 2026, paid quarterly. Under the SEC's standard $10,000 example, costs come to $31 in the first year and $380 over 10 years. Past results don't predict the future, and a plan should look at the whole portfolio, not one fund.

Who it may suit — and who should look elsewhere

May suit

  • Investors who want mid-sized US companies tilted toward profitable, lower-priced, steadier stocks rather than a plain market-weighted mid-cap index.
  • People who like spread-out holdings: no stock tops 1% at each rebuild, and the top 10 were 11.28% of assets as of June 30, 2026.
  • Holders content with modest quarterly income, about 1.62% over the 12 months to October 27, 2026.

Look elsewhere if

  • Cost-focused investors: its 0.30% expense ratio ranks 8th of 9 among similar funds, which average 0.22%.
  • Anyone expecting the factor screens to beat peers: it ranked last among similar funds for one- and three-year returns as of October 27, 2026.
  • People who may need cash in a downturn: it fell 37.3% in early 2020 and took about 18 months to recover after 2022.

Questions investors ask

What does FLQM invest in?

FLQM holds mid-sized US companies chosen by the LibertyQ U.S. Mid Cap Equity Index. FTSE Russell builds the index from the Russell Midcap Index. It keeps stocks that score well on quality, value, momentum and low volatility. As of June 30, 2026, the fund held 205 stocks. The largest were Teradyne, United Airlines, Cincinnati Financial, Allstate and Williams-Sonoma, each about 1% of assets. About 93% of assets were in US-based companies.

What is FLQM's expense ratio?

FLQM's expense ratio is 0.30% a year, according to the prospectus filed July 27, 2026. That is above the 0.22% average for similar funds and ranks 8th of 9 on cost. Under the SEC's standard example, a $10,000 investment earning 5% a year would cost about $31 after one year, $97 after three, $169 after five and $380 after 10 years.

Does FLQM pay dividends?

Yes. FLQM pays dividends quarterly. Over the 12 months to October 27, 2026, it paid about $0.99 per share, a trailing yield of 1.62%. Because the index screens for value, which includes dividend yield, the fund holds some steady payers. But it is a stock fund aimed at long-term growth and lower risk, not an income fund, so the payout is modest.

How has FLQM done compared with the Russell Midcap Index?

FLQM's results have been mixed. As of December 31, 2025, it returned 5.36% over one year, compared with 10.6% for the Russell Midcap Index. Over five years it did a bit better, at 9.63% a year versus 8.68%. Since its April 2017 launch, it averaged 11.05% a year versus 10.29%. Factor tilts like these can lag for long stretches, as the prospectus warns.

FLQM vs JHMM: what's the difference?

Both are multifactor mid-cap ETFs, but they differ on cost and size. FLQM charges 0.30% a year and JHMM charges 0.42%. JHMM is much larger, with about $5.8 billion in net assets as of June 30, 2026, compared with about $1.5 billion for FLQM. Their holdings overlap by about 24%. Over the three years to October 27, 2026, JHMM returned 19.7% a year and FLQM returned 16.3%.
