The short version
Invesco BulletShares 2031 Municipal Bond ETF (BSMV) holds investment-grade municipal bonds that are exempt from federal income tax and mature, or are expected to be repaid, in 2031. The fund itself is set to close on or about December 15, 2031 and pay out its assets in cash, which gives it an end date like a single bond. Its 0.18% expense ratio is a little above the 0.15% average of similar funds.

How it works
BSMV tracks the Invesco BulletShares Municipal Bond 2031 Index, run by Invesco Indexing LLC, an affiliate of the fund's adviser. The index holds fixed-rate bonds from US states, local governments and territories that pay interest free of federal income tax and mature in 2031. For callable bonds, which issuers can repay early, the index may use the likely call year instead of the stated maturity. Each bond must be investment grade, meaning rated at least BBB- or Baa3, and have at least $15 million outstanding.
Bonds are weighted by market value (bigger issues count more), with each issuer capped at 5% at monthly rebalances. The index had 1,433 bonds as of October 31, 2025. The fund keeps at least 80% of its assets in index bonds but uses sampling, buying a representative subset. It generally holds bonds until they mature, are called or leave the index.
On or about December 15, 2031 (a date the board can change), the fund closes and pays out its net assets in cash, with no set amount promised. In the final year, the index stops adding bonds or rebalancing, and maturing proceeds go into cash, short-term notes and similar holdings, so the fund's yield drifts toward cash rates. It is not a target date fund that slowly turns more conservative.
What it really costs
- BSMV charges 0.18% a year, versus an average of 0.15% for the similar funds below (5th of 8, cheapest first).
- Using the prospectus's standard example, $10,000 invested would cost about $18 in the first year and $229 over 10 years (assuming a 5% annual return).
| Cost of $10,000 (SEC example) | 1 yr | 3 yrs | 5 yrs | 10 yrs |
|---|---|---|---|---|
| BSMV | $18 | $58 | $101 | $229 |
Structure and tax notes
- Bond prices move opposite to interest rates; the longer the maturities it holds, the more its price reacts to rate changes.
In a retirement portfolio
It pays monthly income meant to be free of federal income tax, from investment-grade municipal bonds, and it has a set 2031 end date.
BSMV may provide monthly income that is largely free of federal income tax. Because it ends in 2031, it can be matched to a known future expense. Its trailing 12-month yield was 2.94% as of October 27, 2026. The 0.18% expense ratio works out to $18 in the first year on $10,000 in the SEC's standard example. The fund launched in September 2021, so it has no record from 2008 or 2020. It lost 15% in 2022, its worst calendar year. Its deepest drop was 20.7%, from December 2021 to October 2022, and it had not fully recovered as of October 27, 2026. Anyone who had to sell in 2022 would have locked in that loss. Holding until the fund closes avoids a forced sale, but the final payout is not guaranteed. Past results don't predict the future, and a plan should look at the whole portfolio, not one fund.
Who it may suit — and who should look elsewhere
May suit
- Investors in higher tax brackets who want monthly income free of federal income tax from investment-grade munis, yielding 2.94% as of October 27, 2026.
- Savers setting aside money for a known cost around 2031, since the fund plans to close and pay out cash on or about December 15, 2031.
- People who want wide diversification: 1,534 positions, with the 10 largest only 3.96% of assets as of August 31, 2026.
Look elsewhere if
- Cost-focused investors: VTEB (0.03%) and MUB (0.05%) charge far less than BSMV's 0.18%, though they hold longer-maturity bonds on average.
- Investors in low tax brackets or holding IRAs, where tax-exempt muni income gives up yield for a tax break they may not use.
- Anyone uneasy with losses: it fell 20.7% from December 2021 to October 2022 and had not recovered as of October 27, 2026.

Questions investors ask
Does BSMV pay monthly dividends?
Yes. BSMV pays income monthly. Over the 12 months to October 27, 2026, it paid about $0.60 per share, a 2.94% yield. Unlike a single bond with a fixed coupon, the payments change over time. In the fund's last year, maturing bonds are moved into cash-like holdings, so the yield will tend to drift down toward cash rates before the fund closes in 2031.
What happens to BSMV when it matures in 2031?
The fund is set to close on or about December 15, 2031 and pay its net assets to shareholders in cash. The board can change that date. In 2031, as bonds mature or are called, the money goes into short-term holdings rather than new 2031 bonds. Invesco does not promise a set amount at maturity. What you get back depends on bond prices, defaults and income along the way.
Is BSMV income tax-free?
Mostly from federal income tax, but not guaranteed. The index only includes bonds exempt from federal income tax. However, the prospectus warns there is no guarantee the income will be free of federal or state income taxes. A bond can later be ruled taxable, even back to the date it was issued. Any gains from selling shares at a profit are generally taxable. State tax treatment depends on where you live.
BSMV vs DFNM: what's the difference?
DFNM, the Dimensional National Municipal Bond ETF, is the fund most similar to BSMV in average maturity and issuer mix. The two cost about the same: 0.17% for DFNM and 0.18% for BSMV. DFNM is much bigger, with $2.24 billion in net assets as of July 31, 2026. As of October 27, 2026, DFNM returned 0.7% over one year, compared with -0.7% for BSMV. Over three years, BSMV led, 4.0% a year to 3.6%. Only BSMV has a set 2031 end date.
Can you lose money in BSMV?
Yes. When interest rates rose, BSMV lost 15% in 2022. Its worst quarter was -10.12%, in the first quarter of 2022. From December 2021 to October 2022, it fell 20.7%, and it had not fully recovered as of October 27, 2026. From launch through December 31, 2024, it returned -2.8% a year on average. Defaults, early calls and tax rulings that make a bond taxable are further risks.
