The short version
Innovator U.S. Small Cap Managed Floor ETF (RFLR) is an actively managed fund that holds hundreds of U.S. small-company stocks and pairs them with options meant to limit losses. It buys one-year put options tied to the Russell 2000 and sells short-dated call options to help pay for them. The goal is to limit losses to 10% over one-year periods, before fees. That protection costs 0.89% a year. Similar small-cap funds average 0.08%.

How it works
RFLR is an actively managed ETF from Innovator. Parametric Portfolio Associates is the sub-adviser and runs the portfolio. At least 80% of net assets go into U.S. small-company stocks and options tied to them. The stock side is built to resemble the Solactive United States 2000 Index. That index covers the 1,001st through 3,000th largest U.S. companies, weights them by the value of their freely traded shares, and is reconstituted quarterly. Parametric uses representative sampling, which means it holds a subset of the index rather than every stock. As of July 31, 2026, the fund held 830 stocks, and the 10 largest made up just 3.29% of assets.
The protection comes from options on the Russell 2000. The fund buys put options, which gain value when prices fall. Each put lasts one year, and their expiration dates are staggered three months apart. This "ladder" starts a new floor each quarter. Each floor seeks to limit losses to 10% over its one-year period, before fees. To help pay for the puts, the fund sells call options that last about two weeks and expire every three to four days. Selling calls may mean giving up some gains in strong rallies. The floors are not guaranteed. Because each is measured over a full year, drops in between can be deeper.
What it really costs
- RFLR charges 0.89% a year, versus an average of 0.08% for the similar funds below (9th of 9, cheapest first).
- Using the prospectus's standard example, $10,000 invested would cost about $91 in the first year and $1,096 over 10 years (assuming a 5% annual return).
| Cost of $10,000 (SEC example) | 1 yr | 3 yrs | 5 yrs | 10 yrs |
|---|---|---|---|---|
| RFLR | $91 | $284 | $493 | $1,096 |
In a retirement portfolio
It offers hedged small-cap stock exposure, but it has a short record, a high fee, and has not yet faced a major bear market.
RFLR could add small-cap stocks to a retirement portfolio with a hedge attached. Its beta, a measure of how much it moves with the market, was 0.66 over the year to October 27, 2026. It launched on September 17, 2024, so it has no record in the 2008, 2020 or 2022 downturns. Its only full calendar year, 2025, returned 11.83%. Its deepest drop was 15.5%, from December 2, 2024, to April 8, 2025. It recovered by September 4, 2025, about five months later. That drop was bigger than the 10% floor, so someone who has to sell during a slump may not get the full cushion. Income is small: the yield was 0.66% as of October 27, 2026, paid quarterly. At 0.89% a year, costs reach $1,096 over 10 years in the SEC's $10,000 example. Past results don't predict the future, and a plan should look at the whole portfolio, not one fund.
Who it may suit — and who should look elsewhere
May suit
- Investors who want broad small-cap stock exposure plus put options that aim to limit one-year losses to 10%, and who accept a 0.89% fee.
- People worried about sharp small-cap drops. RFLR's one-year beta was 0.66 as of October 27, 2026, so it moved less than the market.
- Investors comfortable with an actively managed options strategy from Innovator and Parametric, held long enough for the one-year floors to play out.
Look elsewhere if
- Cost-focused investors: similar small-cap index funds such as Vanguard Russell 2000 ETF (VTWO) charge 0.07%, compared with RFLR's 0.89%.
- Investors who want full upside: RFLR's 11.9% one-year return as of October 27, 2026, ranked last among nine similar small-cap funds.
- Those who want a long track record or real income: the fund launched in September 2024 and yielded 0.66% as of October 27, 2026.

Questions investors ask
What does RFLR invest in?
RFLR holds U.S. small-company stocks chosen to resemble the Solactive United States 2000 Index, plus options tied to the Russell 2000. As of July 31, 2026, it held 830 stocks, and the 10 largest made up just 3.29% of assets. The largest names included Varonis Systems, SM Energy, Commvault Systems, PBF Energy and Robert Half, each about 0.3% to 0.4% of the fund. Its options were mainly put options on the iShares Russell 2000 ETF.
Does RFLR guarantee you can't lose more than 10%?
No. The floors are a goal, not a guarantee. Each floor seeks to limit losses to 10%, measured against the Russell 2000 at the end of a one-year period and before fees. Investors who buy or sell between those dates may get different results. RFLR's own price fell 15.5% from December 2, 2024, to April 8, 2025, which is more than 10%. It recovered by September 4, 2025. The 0.89% yearly fee also comes on top of any losses.
What's the difference between RFLR and IWM?
Both hold U.S. small-company stocks, but the iShares Russell 2000 ETF (IWM) simply tracks the Russell 2000 for 0.19% a year. RFLR holds a sample of a similar small-cap index and adds put options on IWM to limit losses. It pays for them partly by selling short-term call options, and it charges 0.89%. The trade-off shows in returns: RFLR gained 11.9% over one year as of October 27, 2026, while IWM gained 15.2% as of October 30, 2026. The two funds' holdings overlap by 41%.
Does RFLR pay dividends?
Yes, RFLR pays dividends quarterly. Its trailing 12-month yield was 0.66% as of October 27, 2026, or about $0.21 per share. The payouts pass along dividends from the small-cap stocks the fund holds. With a yield that low, the fund is built mainly for growth with some downside protection, not for income. Investors who need steady cash from their portfolio may find the payouts small.
How much does RFLR cost?
RFLR's expense ratio is 0.89% a year, according to its prospectus filed February 27, 2026. In the SEC's standard example, $10,000 invested at a 5% yearly return would cost about $91 in the first year, $493 over five years and $1,096 over 10 years. That is far above the 0.08% average for similar small-cap funds, and it ranks 9th of 9 on cost. Investors may want to weigh that fee against the downside protection the options aim to provide.
