How it works

ISCV tracks the Morningstar US Small Cap Broad Value Extended Index, which Morningstar designs and maintains. Morningstar starts with a broad index that covers about 99.5% of the value of US public stocks, keeping only shares that trade easily. "Small cap" here means companies ranked roughly between the 90th and 99.5th percentile by size. The largest company in the index was worth $29.91 billion as of April 30, 2026. Morningstar then labels each stock value, blend or growth. Value stocks have low prices compared with their earnings, book value (net worth on the balance sheet), sales and cash flow, and they tend to have higher dividend yields.

Each stock's weight depends on the value of its shares available to the public, so bigger companies count for more. Even so, no stock dominates. As of July 31, 2026, the 10 largest of 1,049 holdings made up just 4.89% of the fund. The top three were Host Hotels & Resorts, Best Buy and Jones Lang LaSalle. As of April 30, 2026, a large share of the index was in consumer goods and services and financial companies.

BlackRock uses representative sampling. That means the fund may skip some index stocks, but it must keep at least 80% of its assets in stocks from the index. The fund may also use futures (contracts to buy an index at a set price later), hold cash, and lend out up to one-third of its assets. The prospectus reports portfolio turnover of 43%.

What it really costs

  • ISCV charges 0.06% a year, versus an average of 0.2% for the similar funds below (2nd of 9, cheapest first).
  • Using the prospectus's standard example, $10,000 invested would cost about $6 in the first year and $77 over 10 years (assuming a 5% annual return).
Cost of $10,000 (SEC example)1 yr3 yrs5 yrs10 yrs

In a retirement portfolio

RoleDiversifier

It adds smaller, lower-priced US companies that make up only a small part of large-company core funds, and it does so at very low cost.

ISCV can add smaller, lower-priced US companies to a portfolio built mostly on large ones. It costs 0.06% a year, which is $77 over 10 years on $10,000 in the SEC's standard example. As of October 27, 2026, its yield over the past 12 months was 1.91%, paid quarterly. It has lagged the broad market. Over the 10 years to December 31, 2025, it returned 8.43% a year, while the Morningstar US Market Index returned 14.4%.

The swings can be sharp. The fund lost 39.71% in the first quarter of 2020 and 16.8% in 2018. In the 2022 bear market it fell 20.8%, then recovered about four months after its low. Since March 2021, its deepest drop was 25.3%, ending in April 2025, and it took 7.6 months to recover. Anyone forced to sell during a stretch like that would sell at low prices. The figures here don't go back to 2008. Past results don't predict the future, and a plan should look at the whole portfolio, not one fund.

Who it may suit — and who should look elsewhere

May suit

  • Investors who want low-cost small-cap value exposure. ISCV charges 0.06% a year, compared with a 0.20% average for similar funds.
  • Investors who want broad diversification. The fund held 1,049 stocks, and the 10 largest made up under 5% of assets as of July 31, 2026.
  • Long-term holders who can sit through steep drops, like the 39.71% loss in early 2020, while waiting for small value stocks to pay off.

Look elsewhere if

  • Investors who want returns that match the broad market. ISCV returned 8.43% a year over 10 years, versus 14.4% for the Morningstar US Market Index.
  • Investors who need higher income. The yield over the 12 months to October 27, 2026 was 1.91%, paid quarterly.
  • Investors who prefer larger funds. With $692 million in net assets as of July 31, 2026, ISCV is the smallest of nine comparable funds.

Questions investors ask

Is ISCV a good ETF for retirement?

ISCV can play a supporting role in a retirement portfolio, but it isn't built to be the whole portfolio. It adds smaller, lower-priced US companies for 0.06% a year. As of October 27, 2026, its yield over the past 12 months was 1.91%, paid quarterly. It swings more than the broad market, though. It lost 39.71% in the first quarter of 2020. It also fell 20.8% in the 2022 bear market before recovering about four months after its low.

ISCV vs VBR: what's the difference?

ISCV and VBR are both low-cost small-cap value funds, but only about 52% of their holdings overlap. ISCV tracks a Morningstar index and costs 0.06% a year. Vanguard Small Cap Value ETF (VBR) costs 0.07%. VBR is much larger, with $67.8 billion in net assets as of June 30, 2026. ISCV had $692 million as of July 31, 2026. Over one year, VBR returned 20.8% as of October 30, 2026, and ISCV returned 17.1% as of October 27.

Does ISCV pay dividends?

Yes. ISCV pays dividends every quarter. In the 12 months to October 27, 2026, it paid about $1.49 per share, a yield of 1.91%. Its index uses dividend yield as one of the tests for picking value stocks. Still, the fund's goal is to track small value stocks, not to produce income. Its payments depend on what the companies it holds pay out, so they can change from one quarter to the next.

What is ISCV's expense ratio?

ISCV's expense ratio is 0.06%, according to the prospectus filed August 21, 2026. The average for similar funds is 0.20%. The SEC's standard example assumes $10,000 invested, a 5% annual return, and shares sold at the end of each period. On that basis, costs would total about $6 after one year, $34 after five years and $77 after ten. Of eight similar funds, only Vanguard Small Cap ETF (VB) costs less, at 0.05%. VB holds a broad mix of small companies, not just value stocks.

Has ISCV beaten the stock market?

No, not over the periods shown in its prospectus. As of December 31, 2025, ISCV returned 8.43% a year over 10 years and 10.19% a year over five years. The Morningstar US Market Index returned 14.4% and 13.29% over the same periods. The prospectus warns that value stocks and small companies can lag the broader market for long stretches. ISCV's strongest calendar years in that span were 2021, at 29.16%, and 2016, at 27.83%.
