How it works
FNDC tracks the RAFI Fundamental High Liquidity Developed ex US Small Index, which Schwab licenses from RAFI Indices. Most indexes weight companies by market capitalization, meaning share price times shares outstanding. This index instead gives each company a score based on three measures of business size: adjusted sales, retained operating cash flow, and dividends plus buybacks. It starts with developed-market companies outside the US and ranks them by score. It keeps the smallest ones, which together make up the bottom 12.5% of the total score. Each company's weight is its share of that total score.
The index picks its members and weights once a year. It phases the changes in through four equal segments, rebalancing one segment each quarter, so trading is spread across the year. Schwab uses sampling: it holds a representative subset of the index rather than every stock. At least 90% of net assets go into index stocks. Up to 10% can go elsewhere, including futures used to keep spare cash invested. Portfolio turnover was 29%.
The fund does not hedge currencies, so a rising dollar lowers its returns and a falling dollar raises them. It also lends securities to earn extra income. Some of the 3.76% held in cash as of August 31, 2026, was likely collateral from that lending.
What it really costs
- FNDC charges 0.39% a year, versus an average of 0.43% for the similar funds below (1st of 4, cheapest first).
- Using the prospectus's standard example, $10,000 invested would cost about $40 in the first year and $493 over 10 years (assuming a 5% annual return).
| Cost of $10,000 (SEC example) | 1 yr | 3 yrs | 5 yrs | 10 yrs |
|---|---|---|---|---|
| FNDC | $40 | $125 | $219 | $493 |
In a retirement portfolio
It adds small companies in Japan, Canada, South Korea, the UK and other developed markets, which large US-focused funds barely hold.
FNDC spreads money across about 1,570 foreign small companies, but its declines have been steep. It fell 35.4% in the 2020 COVID crash and recovered in 7.6 months. In 2022 it dropped 28.7% and did not regain its high until May 15, 2024, 19.1 months later. Its worst calendar year was 2018, at -18.77%. Its deepest drop, 43.2%, was not fully made up until January 6, 2021. The fund launched in 2013, so it has no 2008 record. Anyone who has to sell shares in a slump could lock in losses.
The trailing yield was 3.64% as of October 27, 2026. Payments come twice a year, so the income is uneven. In the SEC's standard example, costs on $10,000 come to $493 over 10 years. Past results don't predict the future, and a plan should look at the whole portfolio, not one fund.
Who it may suit — and who should look elsewhere
May suit
- Investors who want low-cost exposure to small foreign companies: 0.39% a year, below the 0.43% average of the similar funds compared.
- People who like the RAFI method of weighting by sales, cash flow and dividends plus buybacks rather than by stock-market value.
- Long-term holders who want wide diversification: about 1,570 stocks, with the top 10 making up just 2.58% of assets as of August 31, 2026.
Look elsewhere if
- Retirees who need steady monthly income: FNDC pays twice a year, although its trailing yield was 3.64% as of October 27, 2026.
- Investors uneasy with 30.12% of assets in Japan, or with currency swings, since the fund does not hedge against the dollar.
- Anyone who may need to sell in a downturn: it lost 35.4% in early 2020 and took 19.1 months to recover after 2022.

Is FNDC good for retirement?
FNDC may suit retirees as a diversifier rather than a core holding. It adds small companies in developed markets outside the US. Its trailing yield was 3.64% as of October 27, 2026, paid twice a year. Its declines have been sharp, though. It fell 35.4% in early 2020 and 28.7% in 2022, and the second drop took 19.1 months to recover. Investors who may need to sell in a bad year could be hit hardest.
What's the difference between FNDC and PDN?
Both funds use RAFI fundamental weighting, and their holdings overlapped by 42%. FNDC is cheaper, with a 0.39% expense ratio against PDN's 0.49%. It is also much larger: $3.18 billion as of August 31, 2026, compared with about $353 million for PDN as of July 31, 2026. PDN covers small and mid-sized companies, while FNDC covers small companies only. As of October 27, 2026, FNDC returned 13.9% over one year against 12.8% for PDN, and both returned 21.7% a year over three years.
Does FNDC pay monthly dividends?
No. FNDC pays distributions twice a year, not monthly. Over the 12 months to October 27, 2026, it paid $1.80 per share, a trailing yield of 3.64%. The payments come from dividends paid by the roughly 1,570 foreign small companies it owns. They can change from year to year with company earnings and exchange rates, because the fund does not hedge currency moves.
What is FNDC's expense ratio?
FNDC's expense ratio is 0.39%, according to its prospectus filed June 26, 2026. In the SEC's standard example of $10,000 invested with a 5% annual return, costs come to $40 after one year, $125 after three years, $219 after five and $493 after ten. That matches Dimensional's DFIS at 0.39%. It is slightly below iShares' SCZ at 0.40% and below Invesco's PDN at 0.49%.
How has FNDC performed over 10 years?
FNDC returned 8.11% a year on average over the 10 years ended December 31, 2025. Over the same period, the MSCI EAFE Index returned 8.18% and FNDC's own spliced benchmark returned 8.37%. Results swung widely from year to year: 35.79% in 2025, 29.04% in 2017 and -18.77% in 2018. Based on price, the 10-year average annual return was 8.4% as of October 27, 2026.
